Q: Are these snap caps (that cushion the firing pin) or dummy rounds (that don't)?

These are snap caps that cushion the firing pin. Additionally I have never had any problems with these snap caps feeding or extracting with any of my firearms, from my Springfield 1911 to every other .45 I have tried.

Q: Is there a projectile?

No they are inert(no powder or projectile) i use for figuring out if mag issue or ammo and training of new people.

Q: With no "power", there's no auto-eject (acp), so these are only for manual racking, correct? if so, how do you safely test for auto-eject?

I'm not sure what you are referring to as 'auto eject.' These are dummy rounds suitable for learning how to load, unload and do immediate action drills with a firearm. The process for loading a semi-auto, i.e. Glock, Smith & Wesson pistol etc, is after properly loading the dummy rounds in the magazine, point the aforementioned unloaded weapon in a safe direction(away from anything you are not willing to destroy) and, insert the magazine into the grip of the weapon forcefully thereby seating it properly. You then tug on the magazine checking that it is locked into place. After doing this, you grasp the slide of the weapon and pull it to the rear until it stops and let go. At this point, if you have properly loaded the weapon, there should be a dummy round in the chamber. You can then pull the trigger after you point the loaded weapon in a safe direction(away from anything you are not willing to destroy). Because this is a dummy/training round, although the firing pin strikes the primer, the weapon will not fire. You can then safely unload the weapon or pull the slide to the rear again and if your 'extractor' and 'ejector' are functioning properly the round will be pulled from the chamber and thrown from the ejection port (very important to not cover the ejection port during this operation). The extractor is a sort of hook on the face of the breech, the ejector can be a pointed piece of metal that is attached to the grip or frame of the pistol, however, they should be visible with the slide locked to the rear.
