I got this for a weekend at Mardi Gras in New Orleans - and it's perfect. Flat, thin and flexible, easy to pack or mail and fun as a "welcome to New Orleans" teaser. Very comfortable and easy to wear. It attaches with a woven ribbon but might be easier with elastic -- you could take it on and off more easily. Overall, I think it will work well for running around the parades, parties, etc. I'll probably buy one for a friend who's coming with me, too!
