Question 1

I'm still not clear on how the fn layers work. do i have to dedicate 3 keys for each fn layer, ultimately losing 3 keys? or is there a one key toggle?

There are technically 4 layers total.  The Fn layer is only a momentarily active layer, as your designated Fn button must be pressed in conjunction with the other keys.

For the FN2 and FN3 layers, use the "toggle FN2" and "toggle FN3".  This will lock they keyboard to FN2 or FN3.  There are a few combinations you can set up.  Press those keys again, to switch back to the main layer.

I designated the center key for all layers to be the FN key, which lets me activate the FN layer from any layer.

To activate the FN2 layer, I press and hold the FN key and the top left key, which is also set to turn the keys to a green color.  This lets me know I'm on FN2 layer.

To activate the FN3 layer, I press and hold the FN key and the mid left key, which turns the keys to a blue color.  This lets me know I'm on the FN3 layer.

The way I have it set up, I effectively have 8 usable keys on each layer since the FN key is set the way it is.  I have the "toggle FN2" and "toggle FN3" buttons assigned only to the FN layer.  Its like the concept of the shift key, press and hold the FN button and the toggle button you desire.

There are other ways to configure the device, but this worked best for me.

Can i program one key to send a full URL such as: https://amazon.com and another single key to send a 10-12 character sequence of letters and numbers?

The software allows for 12 custom macro's and 12 quick macro's.  Custom macro's can have up to 42 characters/actions programmed.  If you need more than 42 characters/actions, you can "daisy chain" to another macro to continue with more.  Quick macro's can have up to 24 characters/actions programmed.

In short, the answer to your question is yes.  There are a number of ways to achieve the solution to your question with this keyboard.

Question 4

Does this keypad have any problems with double-tapping, chattering, or unwanted key press repetition?

Only "problem" for me is that you cannot save the complex macros to a file. Hardware works fine in my flight simulator.
